Click the manage attachments button, choose file then choose existing.
Choose the pic you want, give it a second then click upload. When that is done scroll to the bottom of that page and click close this window. On the iPhone seems you can only add one pic at a time per post.

Go to User CP tab upper left..
Go to Edit Options Under Settings & Options tab.. Go to the very bottom and select enhanced interface under Miscellaneous Options Good to Go!!

Same problem, the upload from pics on the computer isn't available. For some reason my iPad isn't giving me access to my pictures from the CSC site.

Get the photobucket app. I have it and only use the iPad now a days. Works great.
