Why not just take them off, normally held on with 1/4" bolts/screws and T-nuts through the backing board, remove the old and replace with some marine grade vinyl and use monel staples. Very simple.

Coaming Pad Replacement
About 30 years ago I replaced the coaming pads and backing plywood with teak about 5/16-3/8" thick. After the teak started looking bad after I got tired of oiling them, i seriously cleaned and sanded them. Then I appied 4 or 5 coats of Siskins Cetol. It has been stored under roof since then but still looks good after 12 years. Pretty easy to cover scratches using a small artist paint brush. But, different strokes for different folks- keeps life interesting.
