1985 Sceptre IO seems that water in forward part of bilge has trouble getting to rear of boat. Is there a tube or hole it has to travel through to get to the rear? I am thinking something might be partially blocked. Have owned boat for 20 + years and love it! This is the first year I have had this problem.

Don't know about your boat, year, IO. my 1998 21 outboard has a pvc tube going from the front bilge through the fuel cell to the rear bilge where the pump is. water collects in the forward bilge due to the deep v...I have to run with the nose up for a while to get the water to the back pump...Note I cut a inspection pie plate in the floor forward of the fuel cell to keep an eye on the drain tube. it can clog , I just stick a hose in it to clear it out, I may put a 2nd pump up there.

Not sure if this helps but I had a similar problem with my 1974 Tsunami.In my case it was globs of Potter putty that basically blocked up the area of the fuel tank forward of the I/O motor box.
The putty was so thick under the tank platform that it prevented any water from getting to the transom drain. I had to use a small crow bar hitting it with a 3lb hand held drilling (sledge) to break up the putty.I have to say that it was some damm tough putty..Ground up the rest with a combination of #24 grit fiber backed discs on my disk grinder, and a bunch of long shank drill bits.I glued in some pvc drain tubes on each side of the keel under the new tank platform. Water drains nice and quick now.
