Up to the bootstripe in water but on the trailer!

I checked on the boat today. I was trying to brush 16" of snow and ice off the tarp so it didn't crush anything. After I broke thru the crust under my feet and fell into waist deep snow, I noticed that the frozen water (snow and ice) was up to the bootstripe in places. When will this end?
