23 Walk Around Project boat

Looked at this boat today. It is defenitely a project boat. The deck and transom seem to be OK but the rest of the boat is in tough shape. Small Hole in forward bottom. The boat is an insurance/bank owned and the only thing that they will tell you is make an offer.
I think it could go pretty cheap as it is in pretty bad condition.
