Default Foam in stringers

Hi CSC's, I recently aquired a '75 20cc and was cleaning it out this weekend and I noticed that the stringers are filled with a yellowish foam. Did these boats come with the foam factory installed or were the stringers originally wood? Also, I notice that some sections of the stringers have water. Anyone recomend any techniques to get the water out besides taking apart the whole boat?
