Default Water in Fuel Tank

Two part question - no three; (1)is there a sure fire way to remove all the water from your tank? (2) is there a way to minimize water intrusion? (3) whats the best additive to deal with it if 1 & 2 don't work? I tilted the boat up both side & long ways so all liquid gathered along the edge & at different levels. I have a gas pump from work & was able to get almost all liquid out. I could see a few water droplets thru the fuel level guage opening left on the bottom of the tank. I installed a new o-ring on the deck plug. I have a fuel/water seperator, but not the kind w/a bottom bowl & tap. Do those type work any better than the single cartridge? Am I missing anything?
