Default steering issue

I am doing work on a friends boat with a steering issue. The issue being he told me it is very hard to steer while on plane to the right. He has the teleflex cable style steering which i disconnected from the outboard and it steers both ways with ease. The engine as well moves back and forth with ease without the cable attached. He has also adjusted the skeg above the prop. Im wondering if it is the torque of the prop?? I have run bigger outboards with the teleflex and they didnt act like this. It is a 115 2 stroke Johnson. Also the skeg below the prop has been snapped off by the previous owner, but im not sure that would have such an effect. Any thoughts or in put would be great, thanks.
