Default Any help or "direction" would be GREATLY appreciated!

I'm in the middle of doing some cosmetic repairs.

Re-installing existing rub rail: This had been done before, and the guy moved the screws a bit to one side. For the repair, I'm thinking that instead of using screws, I'll use 1.25 inch bolts and teflon nuts... good idea? Also, should I fill the "old" holes with 5200 or just silicone?
