96 evinrude 130 V4 looper

Anyone know anything about these engines...reliability, efficiency, issues etc. I am looking at one online that has been used primarily in the Great Lakes but is local now. Looks great in pics and the guy sounds very knowledgable and guarantees you won't find one this good anywhere. Thanks.
