Default Couple of Basic Restoration Questions

What is the best way to restore the deck of my Seacraft short of repainting it? Is it possible to very lightly wet sand the deck to bring out the "new" look to it? Obviously I wouldn't want to sand down the non-skid feature of the deck and make it slick.

Also, my windshield has something going on. I don't know if this is pitting or what but how can I restore this windshield? Can I take a steel wool and lightly knock this stuff off without removing the finish and causing a bigger problem?

I know both of these 2 issues can be improved with a lot of elbow grease. I just need some direction. Thanks!!
