Default 88 20 CC excessive amount of water in the bilge

Just bought my first SeaCraft! Although not a classic it fit met the condition and my budget. I have ad it out a few times and seem to be getting a lot of water in the bilge. I plugged the splash well and that doesn't leak. Plugged the scuppers and filled the drain tubes they don't leak. Finally plugged everything to see if the plugs leaked and water came out of the forward fish box drain. I removed and resealed it, but there is still lots of water. Water seams to enter even on calm days so its not coming from the deck. Can anyone point me in the right direction to correct this?
