Default Need Transom Advice - Old SF20

Just purchase an early 70's SF20. The previous owner tried to repair the transom with Seacast but I'm considering tearing it apart and going with marine plywood.

Questions:
Anyone tried to muck out seacast before? Thinking it might be a nightmare.

Should I remove the inner or outer part of the transom? Thinking inner because the baitwell side is cracked and is in poor shape.

Raise the transom to 25" or go full with a bracket.

Other than that the hull and deck are in good shape. The transom and scuppers and fuel tank are the three major repair/upgrade items.
