scuppers on 23' SC 1974

Took my first sea trial on a 23' Sceptre with scuppers that drain under the boat.
At cruising speed a large quantity of water came into the boat through the starboard scupper.
What is the fix for these underwater scuppers?
I have had a 1979 23' Sceptre for 20 years with drainage out the transom, no problem. Thanks, Michael. [email protected]
