Default New Found Old Scuppers?

It's been at least 25 to 30 years since I replaced my transom with Okoume or Honduras Mahogany plywood. When I was grinding off the last of the plywood, I found what looks like scuppers on both sides, just above the scuppers that I've been using for the last 25 to 30 years. I can't see how they would have been of use so high above the deck, and be self bailing. I don't remember them being there when I replaced it last time, but I can see where I filled them in with epoxy. I'm not THAT old, and I would have thought that I would have remembered those. Any ideas? Thank Youuuuuuuu!!!!!!
