Default Sanding/Cleaning non skid floor

i am in the midst of sanding and patching the deck of my 23 scepter for gellcoat. what is the best way to rough-up the non skid floor without removing the non skid? tried a wire bruch on a grinder but it did not get in the pores and left greyish residual on the deck. any suggestion? thanks

They make a wheel made of nylon bristles with an abrasive imbedded in them, instead of steel that might work better and not leave that gray residue, I believe Lowe’s and Home Depot carry them.
