Default HIN question

In another post i mentioned my neighbors boat, i looked at it closer today and discovered a hull # starting with NJZ then a space then 5 numbers, a space and the numbers 0185.
Looks like this NJZ ***** 0185. I dont want to put the full number out. no offense guys. Also looks like someone carved it in there. its not machined. Any thoughts?

NJZ is a hull number issued by the agency who does titles in NJ. Florida does the same thing when they issue a title to a boat with no HIN it starts with FLZ. The last three numbers tell me it was titled in Jan. 1985.

A state issues a title for several reasons not limited to the boat was stolen and the original owner cannot be determined, it was built before 1972 and never had a hull number, the boat was involved in some kind of fraud and the original HIN was removed etc.
