It seems like there are a lot of different ways to repair the transom... (2)3/4" , (3)1/2", multiple luan sheets and composite boards.
What are the new composite boards and where do you get them? I guess they are some kind of plastic/fiberglass mixture? I hope I don't need them, I'm even kinda afraid to thoroughly check my transom. I guess it's time to get serious.

abl1111,you're right about the keel rotting.The water that got in from your limber hole not being sealed is most likely fresh water. Fresh water causes dry rot, salt water doesn't. My transom was wet with salt water,the guy that did the repair said it probably would have lasted for another 20 years as long as no fresh water got to it.
