What is the red material? Should their be a fiberglass bond between the liner and the hull or is that some kind of caulking material I can inject in there? I guess my real question is what should I do now? It's tough getting started without much training. Thank you for the advice.

I made that diagram to show that the liner is not structural in nature. The gap that you say is present would not be a structural issue to me. It is however a way for water to get into the bilge so you may want to seal it. I have seen these boats with this gap filled with putty but due to the natural flexing of the hullsides there are usually cracks that form. You could pull back the carpet,grind,and glass the seam or fill with a flexible caulking.

One last question. In your diagram the liner went almost up to the cap. On my boat the liner only extends up around 4". The carpet is actually applied to the inside of the hull not to a liner. I will try to post some pictures but is that how the carpet was typically applied?

My first diagram was an attempt at showing your liner,the second was a diagram that attempted to show a typical boats liner. The carpet in yours might have been installed before the liner at the factory or a previous owner might have stuffed it down the crack. Either way the carpet should come out of the crack if you want to fill it. Or you could leave it alone. It's your crack and I'm not gonna tell you what to do with it.
