Default Deck cap repair ?

Hey everyone I picked up a 21 foot center console not a seacraft but I still have my 20 Seafari. My questions is this I believe this boat was a storm damaged/ tree or such hit it and as a result all the screws are gone as is the rub rail. The Deck cap is sitting fairly flush Im just curious if all I need to do is run some screws thru it maybe some actual thru bolts for reinforcement, after laying a bead of 5200 inside the lip area? or am I looking at something bigger? Obviously the boat suffered some sort of trama or perhaps the cap popped from a large wave? I dont know, but would like to ensure its seaworthyness. any helpful hints would be appreciated.
