Who was building Seacraft in 1999? Were they owned by Bass Pro at that time?

Yes, 99 was a Tracker

Based on the info above, were the 1990 23' hulls a quality product? It's a shame, Tracker Corp ruined some good names.

If you like the boat and it is what you want go for it. It's the hull design that makes the ride.

there have been no issues with any SeaCrafts no matter who built them. They may not have come with Marinium hardware or such but no hull issues

Actually, from '87 to about '89 or '90, at least SOME 23' Walk Arounds got plywood inside their stringers. Doesn't appear to have been any weaker, though, It's like they used uncoated/raw plywood as a form to make the stringers, and didn't plan to have a release agent to get the wood out so just used them as-is.
I've seen this in only two boats, personally, and I've never seen this in any boat except the WA's. I saw this in our fiberglass shop at the marina where I worked, because one of these boats was hit from behind while on a trailer, requiring a completely new transom and motors, and the other was a gunwale & cap repair from having a tree fall on it.

Look at it this way...any thing made in the 90's has gone through the test of time. If anything was wrong it was found out and fixed. Its all about the ride.
