Default 20' fishbox drain

On my 82 20 cc in the forward fishbox is a thruhull drain fitting

In the box is a cap on the pipe and it looks like a collar to hold the fitting in


the hull

if unwanted to change this the fitting would go throught the hill and into the bildge then into the box there I see the fighting collar. Wold there be a collar inside the bildge against the hull between the hull and the box? If so how is thiss accessed ?

The thru-hull in the fish box only has the nut in the fish box. The fish box is tight against the hull with almost no space between.
