Default Tackle 4. Covering board at rod holder

Hello all
How would you all tackle the dreaded weak area around rod holder? It's weak from all the years of abuse of people getting in and out on starboard side. Could I have someone epoxy fill it with vacuum technique?

Cut out the bad part and recore. I had to do 5 places on mine. HOWEVER, I have the 18 with the removeable gunwale caps.
